If a wall is a dark brown and going to be painted a light tan color. Do I need to apply a primer coat?

I'd start out with a primer tinted to the wall color. It won't match exactly, but it will be close. You might then be able to get away with one coat of the more expensive stuff. If a wall is a dark brown and going to be painted a light tan color. Do I need to apply a primer coat?
No matter what you use, wash the walls clean first. Use TSP. Follow directions. Then hand sand surface over(especially if glossy paint) to put micro scratch marks in it for the new paint to hold onto. If the old paint is coming off the wall, work it till what is gonna come off, is off. It is not sticking for some reason to the surface underneath. Either that is a glossy unsanded coat or it is wet or dirty. If wet - find out why....could be (if cement wall behind) that concrete is cracked and you have a leak from the outside.....fix is done from the outside on the concrete wall ////

Sand it, dry it, clean it - whatever so that all the wall is ready for taking on the new paint. If alot of it did fall off, I would consider after the prep work, to go with a primer. That will stick better to the mystery surface. Let that dry for 2 days. Then lightly handsand surface 120 grit sandpaper over whole surface to get rough spots off - you can feel with other hand.

Then go over with a top coat(the color coat). Normally, I wait a day and then put on a second top coat.(no sanding required because the last coat is still ';fresh'; enough to dissolve a bit. Done like borscht. If a wall is a dark brown and going to be painted a light tan color. Do I need to apply a primer coat?
If you don't put down a primer, that dark brown will bleed through the lighter coat of paint and you'll find yourself having to apply about a dozen coats of paint to get it covered.

One good coat of Kilz really will do it, topped with two coats of your new color.
I would recommend using a primer unless you want to paint the wall several times.... The best thing if you wanna combine primer and paint would be to use Kilz paint (get it at Walmart, Home Depot, Lowes, etc) this guarantees one coat coverage. It works great.
You dont need to apply a primer coat it is a waste of time and money. Just paint it with the color that you wan.t
put on a coat of kilz or bin sealer.
