What should i do.. i took off 20 year old wall paper and it also kinda took off 2 coats of paint?

now all the wall paper is off, but still has paint ';chips'; hanging... any quick way to get it smooth to paint??? some spots are all the way to the drywall..... I've never had this problem now i'm totally lost... :(What should i do.. i took off 20 year old wall paper and it also kinda took off 2 coats of paint?
You can scrape off the chips and skim coat the walls with drywall compound. It may take two to three coats. Then prime with an oil primer or a fast dry latex primer. If you don't wash the walls with a wallpaper remover and sometimes even when you do, the oil primer works best as wallpaper paste will eat into latex paint and give an alligator checked look and will flake off. Maybe not in a couple weeks but it will eventually.
