First things first.

Your going to have to buy some really good paint if you want it to look right, giving of the glow look.

Try some phthalo colors. The greens and prussian blue would be perfect. You can usually find them at hobby lobby or somewhere. You should start by painting the sky. Always start with the things that would be the farthest from you. Then the sun and then the clouds. Add in the little stars and the moons last. For the sun rays, spray paint is actually the coolest. You can turn the can upside down to where the nozzle is flat against the wall (make sure the little hole in the nozzle is where you want it) and spray. It sprays out at an acute angle and is darker at the bottom and gets lighter the farther up it goes. But you have to do all the layers of different colors on the sun. Your going to need a lot of paint....
