If the smears are coming through the red paint, you have to i.d. what it is first, or it is likely to come back. Talk to some one at a paint store or paint department as see if they can help you. try this,paint over with watered down PVA,it will seal the wall giving a barrier between old paint and the new paint you are going to put on,read instructions on can to get best results,good luck.
Yes if it is water based,paint over with oil based paint,then emulsion over that.
