Yes providing you use the correct type of ladder and take safety precautions.
It would be quite effective too, if you somehow appear to get it to ring while you are painting it.
Edit: perhaps I misunderstood your question, I thought you meant painting a picture of an Alarm bell onto the wall.
It shouldn't do any harm painting an alarm bell box, but if you camouflage it, it will lose some of it's deterrent effect, also if the box is plastic, I think you will find it hard to get paint which will withstand the weather to stay on it.Is it safe to paint a house alarm bell on outside wall?

but be careful to keep paint away from the two anti tamper switches . one is at the rear of the box which will trigger if box removed from wall . the other switch is inside cover and that should trigger if front cover removed .
after rereading your question if your alarm only has a bell on the outside wall and not a bell box with back up batteries you should be thinking of an upgrade as a bell can be muted before it starts to ring
Sure.The house alarm uses a very voltage,but you will not be getting into that part of in any way.Just put one coat of paint on it so it won't deaden the sound of the bell.
